Karen Ramsey


Karen Ramsey is the Deputy Director of Gwinnett Housing Corporation (GHC), where she plays a pivotal role in designing, implementing, managing, and sustaining programs to address the housing needs of low-to-moderate-income households in Gwinnett County. Since joining GHC in 2022, Karen has made a significant impact, including the launch of Gwinnett’s first Homeowner Resource Center, which officially opened its doors in July 2023. The first of its kind resource in Gwinnett County provides end-to-end services for aspiring and current homeowners in Gwinnett County. Providing over $3 million in grant rehab services and overseeing the underwriting for the Welcome Home Program.

Prior to joining GHC, Karen accumulated 15 years of extensive experience in affordable housing through various roles at Atlanta Housing. In her most recent role prior to her departure, she oversaw the administration of the Housing Choice Voucher Program Housing Services Team. Karen also played a key role in the development and management of the Atlanta Housing HAVEN program, an innovative supportive housing voucher program designed to serve families and individuals who were homeless or at the risk of becoming homeless with stable housing, intensive case management, and supportive services.

Karen holds a Bachelor of Business Administration in Marketing from Georgia State University and a Master of Business Administration from Keller Graduate School. She is also certified in several key areas, including Housing Choice Voucher Program (HCVP) management, fair housing and reasonable accommodation, HCVP program operations, and Low-Income Housing Tax Credit (LIHTC) compliance.
